Noam is a partner in the Tenders, Administrative Law, and Local Government department at Gross & Co.
In addition, Adv. Shaham specializes in commercial and corporate law, as well as civil and administrative litigation.
In the scope of his work, Noam serves as legal counsel to one of the leading corporations in Israel in the field of asset management, and provides legal services in significant projects for local authorities in the field of infrastructure and tenders, and in the execution of various public projects and development agreements in infrastructure-intensive projects.
In this context, Noam has represented public bodies and local authorities in various projects including the development of Kfar Ganim Gimel in Petah-Tikva, the “Ramat Amir” neighborhood, Kadima Zoran, the meditech project and design museum in Holon, the “Moshava” stadium in Petah-Tikva and more
In addition, Noam has many years of experience in providing legal representation before all court instances, both in civil litigation as well as in matters of planning and construction, including proceedings before planning institutions, legal guidance in lawsuits in accordance with section 197 of the Planning and Construction Act, and in expropriation proceedings, as well as tender law.
Noam completed his internship at Nathan Meir & Co., and joined as a partner in 2012. The firm merged with Gross & Co. in 2022.
